Montenegro Mandates & Restrictions

Montenegro is currently open to tourists and quarantine is required unless vaccinated.


Tourists require a negative PCR test taken within 72 hours of travel.
Foreigner nationals with Montenegrin residence permits travelling from all other countries can enter Montenegro without a valid test or proof of vaccination, but will be required to self-isolate for 14 days.


Face masks are required in enclosed public spaces, on public transportation, and when a social distance of 2 meters cannot be respected outdoors. Restaurants are open with limited capacity of 4 people per table. Entry to indoor non essentials businesses and shops requires proof of one of the following: either one or two doses of a vaccine against COVID-19, recovery from coronavirus (within no more than 180 days), a negative PCR test less than 72 hours old or a negative rapid antigen test less than 48 hours old.
