For entry to Timor-Leste you’ll need a negative PCR test. You will also have to quarantine for 14 days either in a government facility at your own expense or in your own accommodation. Those who are fully vaccinated will be exempt from mandatory quarantine.

The government of Timor-Leste is extending, until 9 September, the general mandatory confinement for all persons residing in Dili, due to the transmission of delta variant. Mandatory confinement applies to all residents, including those who have been fully vaccinated.
